The Office of the Chief Electoral Officer (Elections Ontario) is an independent, non-partisan office of the Legislative Assembly of Ontario, responsible for administering provincial elections, by-elections, and referenda in Ontario. The IT & Digital Solutions division of Elections Ontario is seeking an organized and efficient Agile Business Analyst - Accessibility who has designed detailed user requirements and systems documentation to join our team.


What to expect in this role

Reporting to the Manager, Digital Products, you will:

  • Lead and facilitate meetings with Elections Ontario stakeholders to gather requirements, refine and document use cases, business rules, scenarios, and data needs, as well as functional and non-functional systems requirements needed for accessibility improvements.
  • Analyze, validate and translate clients' functional and non-functional business requirements into conceptual design documentation to facilitate/execute changes or enhancements to business processes, data/information, and information systems.
  • Guide staff across the organization (including designers, developers, testers, other business analysts and product owners, and third-party project vendors) on digital accessibility principles, best practices, technical implementation techniques, manual and automated accessibility testing, and remediation techniques and methods.
  • Analyze existing processes, create process maps and workflow documents and develop inclusive solution designs that remove barriers and ensure a positive user experience for all users.
  • Write clear, concise and technically sound user stories and acceptance criteria and associated deliverables such as process flows and test cases to meet development and stakeholder needs.
  • Deliver documentation to clients for validation and approval and to technical project members to deliver the solution.
  • Conduct web accessibility testing against the Web Content Accessibility Guidelines (WCAG) 2.0 Level A and Level AA (sometimes Level AAA) success criteria using assistive technologies and create web accessibility compliance reports for applications and services in use at EO.
  • Support end-user UAT activities and review test results to ensure specifications/requirements have been met.
  • Participate in project teams and committees, providing consultative support and fact-finding services.


What you need to qualify

  • Formal education and/or certification in Business Analysis from a recognized college, university or organization; Certification in Web Accessibility is desired.
  • Agile/Scrum certifications preferred.
  • Extensive experience in business analysis, with at least 3-5 years of demonstrated experience as a business analyst on information technology projects, modernization initiatives and agile software projects.
  • Experience with and knowledge of current Accessibility Standards and AODA legislation.
  • Hands on experience in front-end development technologies (HTML5, CCS3, Bootstrap, Angular, etc.) to build web applications that conform to Web Content Accessibility Guidelines (WCAG) 2.0.
  • At least 3 years demonstrated, hands-on experience conducting web accessibility testing against the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA success criteria using assistive technologies and testing tools (JAWS, NVDA, Wave, Nu HTML, Colour Contrast Analyzers, aChecker, etc).
  • Excellent knowledge and awareness of disabilities including visual, auditory, physical, speech, cognitive, language, learning, and neurological.
  • Knowledge of project and software development methodologies, with demonstrated experience or certification in Agile, Scrum or Hybrid IT delivery methodologies.
  • Demonstrated business and technical expertise to be able to accurately and objectively evaluate complex problems and provide proposals and recommendations to meet client’s diverse business needs.
  • Demonstrated ability working in a collaborative team environment with multiple stakeholders across an organization, including Project Managers, Developers, Business Owners, Analysts, QA personnel, as well as external Vendors.
  • Demonstrated use-case creation and documentation, storyboarding and creation of testable requirements.
  • Proven ability to deliver under tight timelines, reconcile ambiguous requirements, and work with incomplete reference documentation; well-developed analytical and problems solving skills; strong presentation, facilitation, and workshop skills.
  • Well-developed oral and written communication skills, with the proven ability to effectively interact with all levels of an organization’s hierarchy, including executives.
  • Experience using Agile tools (especially Jira) and MS Office tools, including Word, PowerPoint, Visio and SharePoint.
  • • Must be legally entitled to work in Canada.

This position requires in-office presence 3 to 5 days per week, based on operational requirements.
