Payments (PRESTO) Strategy Manager

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.


PRESTO is an electronic transit fare payment system in the Greater Toronto, Hamilton and Ottawa areas that eliminates the need for tickets, passes and cash. PRESTO is one of the top three integrated fare payments and collection systems in North America, collecting over $2.5 billion in fares annually and supporting 67 million boardings per month (pre-pandemic) across 11 transit agencies. Last year, the focus for PRESTO centered on continuing to implement new ways to pay for customers including PRESTO contactless credit, Interac debit and PRESTO in Mobile Wallet across transit agency clients, including the Toronto Transit Commission (TTC). Enhancing the customer experience through continuous improvement while working with our transit agency clients to support policy needs and maintaining a system that performs exceptionally, continue to drive PRESTO toward making transit better for all.


As a Strategy Manager, reporting directly to the Senior Manager, Strategic Planning and Engagement, the position develops and executes PRESTO strategy and business planning including KPI development and monitoring; leads advisory and strategic projects, maintains market intelligence for the business and contributes to corporate and stakeholder reporting.

What will I be doing?


  • Leads development of Payments (PRESTO) Division Enterprise Strategy (2025 Divisional Transformation Plan).
  • Lead advisory and special projects by acting as internal consultant to provide value-added support to the business where there is a need for analysis, structure and strategic thinking.
  • Drives an integrated business planning cycle.
  • Develops and maintains KPIs to measure effectiveness of strategic initiatives.
  • Develops and manages high quality materials to track progress against strategy, support Chief Payments Officer, corporate, and board needs including monthly Festival and KPI Reports, and the Payments (PRESTO) Enterprise Roadmap.
  • Maintain strong market intelligence related to strategic trends, opportunities and threats. Analyzes and summarizes marketing data, writes summary reports, and provides insights and actionable recommendations based on research to senior management.
  • Leads and facilitates Payments PRESTO Leadership Team in strategy development, business planning and strategic decision-making.
  • Collaborates with internal and external stakeholders to align strategy and direction with corporate and divisional approaches, systems, information and support.
  • Identifies new business opportunities and recommends strategic initiatives within and outside existing market segments.
  • Reports on performance against strategic priorities, objectives, and goals.
  • Manages a team of professional direct reports as well as functional management of other internal staff and cross functional teams, and communications to facilitate projects and ensure timely delivery to clients and stakeholders.
  • Oversees, strategy and business plan execution, and provides ongoing strategic guidance to senior management, as well as monitoring and strategically responding to resulting performance metrics and incorporating lessons learned.
  • Cultivates a team and corporate culture that promotes Metrolinx’s values and leadership competences.


What Skills and Qualifications Do I Need?


  • Completion of a degree in Business, Finance, Accounting, or a related discipline – or a combination of education, training and experience deemed equivalent; MBA an asset.
  • Demonstrated progressive experience in corporate strategy or consulting – preferably in one of the following fields: payments, transit, consumer loyalty or financial technology.
  • Ability to communicate abstract ideas clearly and independently manage complex project objectives.
  • Extensive knowledge of strategy development methodologies and best practices.
  • Proven track record of effectively developing, implementing and monitoring complex business strategies.
  • Extensive knowledge of and ability to manage statistical analysis and financial modeling.
  • Strong analytical skills, project management skills, attention to detail and accuracy.
  • Excellent verbal and written communication skills.
  • Expert in Microsoft Office Excel, PowerPoint and Word.
