The Office of the Chief Electoral Officer (Elections Ontario) is an independent, non-partisan office of the Legislative Assembly of Ontario, responsible for administering provincial elections, by-elections, and referenda in Ontario. The Information Technology and Digital Solutions division of Elections Ontario is seeking a Scrum Master with experience working in project teams and as part of an evolving, transformative business change.

What to expect in this role

Reporting to the Manager, Digital Products, you will:

  • Serve as a senior team member of the Agile team and support Elections Ontario’s efforts to sustain, and enhance Agile processes, principles, and practices.
  • Serve the scrum team by leading and coaching team self-organization, cross-functionality and aligning to the mandate of delivering value.
  • Facilitate discussion, decision-making and conflict resolution.
  • Advocate for the scrum team across the organization and actively question practices and approaches that are not in-line with scrum theory.
  • Partner with Product Owners, working closely with them to effectively create, maintain and groom product backlogs.
  • Create communication forums for the product owner, scrum team and associated stakeholders to ensure the vision, goals and product delivery commitments are visible and well understood.
  • Help employees, consultants, vendors and other stakeholders understand and enact scrum as well as empirical and emergent product development, welcoming change that enhances the productivity of the team.
  • Work with other team members to facilitate increasing organization maturity and effectiveness in the application of Scrum across the organization.

What you need to qualify

  • Must have Scrum Master Designation/Certification
  • Bachelor’s degree in Business, e-Commerce, Digital or Information Management. An MBA is preferred.
  • At least 5-7 years Scrum Master experience working in project teams, leading/facilitating daily scrum, sprint planning, sprint demo and retrospective meetings.
  • Advanced knowledge of Jira (and Confluence)/similar tools.
  • Exceptional stakeholder management skills, including managing internal and external stakeholders with proven experience in gaining relevant stakeholders’ buy-in.
  • Ability to effectively influence a wide range of stakeholders.
  • Extensive experience tracking and reporting on scrum metrics, identifying opportunities for improvement, and course correcting when required.
  • Experience project managing digital transformation initiatives.
  • Team oriented, collaborative and comfortable working with a wide range of roles at differing levels across the organization.
  • Proven ability to work under pressure, manage competing priorities, and deal with ambiguity.
  • Well-developed project management, time management, organizational and coordination skills. PMP certification preferred.
  • Well-developed presentation and communication skills.
  • Ability to learn new things and improve existing processes.
  • Must be legally entitled to work in Canada.

Elections Ontario offers alternative work arrangements (Telework or 

Compressed Work Week). This position requires in-office presence 3 to 5 days per week, based on operational requirements.
